The Employment Ontario Information System (EOIS) is an umbrella term used to describe a combination of various computer systems that are responsible for supporting the administration of Employment Ontario programs and services. The EOIS-APPR is one of these systems, supporting the administration of apprenticeship in Ontario. In 2010, school boards were given access to the system in order to enter Ontario Youth Apprenticeship Program (OYAP) participant information. OYAP participants comprise a small portion of the total clients served through the system.

Data Entry Status: NEW
Yes. After opening the student’s record, click the Program Participation tab. You’ll see the current school name. Under that, you’ll see “What would you like to do?” Click “Add/update school name.”

Yes. Students can participate in more than one trade in the Ontario Youth Apprenticeship Program (OYAP), for example, a student may have a placement in cook in Grade 11 and then in baker in Grade 12. Follow the usual steps for adding a new participant. When you enter the Ontario Education Number (OEN) and student’s last name, you’ll see the student’s personal information appear already populated on the Personal Information screen. Continue with the next steps as usual.
For any mistakes made when entering student information, please contact the employment and training consultant responsible for the Ontario Youth Apprenticeship Program (OYAP) at your local ministry office, who can make the correction. Do not update the special program outcome to “withdraw.” This function is only to be used when students either withdraw from the program or leave high school before graduating.
You can update Ontario Youth Apprenticeship Program (OYAP) participants’ personal information except last name, first name, and Social Insurance Number (SIN). Please refer to the School Board User Manual located on myEOIS for instructions.
Follow the steps below to edit or update last name, first name, or SIN.
- OYAP participant without an active Training Agreement (TA):
- Contact the ministry to update or correct participant first name, last name, or SIN.
- OYAP participant with an active TA:
- Contact Skilled Trades Ontario (STO) via email at OYAP@skilledtradesontario.ca.
Yes, there are some that have requirements that OYAP students would not meet. For example, OYAP students can enrol in the Cook trade but not in the Chef trade. To enrol in the Chef trade, applicants must have a Certificate of Qualification in Cook.
Yes, however, these students must be interested in an Educational Assistant career and be placed with qualified trainers in this trade (journeypersons or equivalent). Students who are interested in careers as teachers, or who are being trained by teachers in a cooperative education placement, should not be enrolled in the Ontario Youth Apprenticeship Program (OYAP).
The OYAP participant’s learning plan must be based on the expectations of the related Ontario curriculum course as well as the on-the-job training requirements outlined in the approved training standard for the trade. Training standards are available on the Skilled Trades Ontario website.
The ministry monitors these OYAP enrollments, and you may be contacted by your employment and training consultant for discussion if your enrollments are higher than the average.
Yes, boards can print a Client List. Please refer to the EOIS-APPR User Manual for School Boards for instructions.
Yes. There is an interface between Canada Post and the EOIS-APPR which is updated regularly.
Training Agreements
“Status TA” refers to the status of the training agreement (TA). The following describes what each status means:
- None – a TA was not requested
- Pending – a TA was requested, but has not yet been registered
- Registered – the TA was registered
- Revoked – the registered training agreement (RTA) was revoked
“Status Date” refers to the most recent date that a change was made to the TA status. For example, if the status is “Pending,” the status date is the date that the TA was requested in the system.
Completing-Withdrawing
School boards have used the EOIS-APPR since 2010 to enter Ontario Youth Apprenticeship Program (OYAP) participant information. This requirement, outlined in the OYAP contract agreement, ensures that students’ records are accurate, and the ministry is able to track their progress through the apprenticeship program to completion. In addition, accurate statistics on OYAP participation are available to the ministry, stakeholders, and the public, and are used to demonstrate the success of OYAP and to inform ministry decision making.

No. If students quit a co-op placement, you can withdraw them at any time during the school year. Otherwise, wait until the students have left high school. Further details are provided below.
Each year, begin this work in mid-September for the students who have left high school prior to August 31. Please refer to the school board’s Ontario Youth Apprenticeship Program (OYAP) contract agreement for the exact start date and the due date. Or refer to the Reporting and EOIS-APPR Due Dates document on the Employment Ontario Partners’ Gateway (EOPG).
This box should be checked when OYAP participants obtain their Ontario Secondary School Diploma (OSSD) and have left high school. Please refer to the school board’s OYAP contract agreement or the EOPG for the exact start date and the due date.
Please follow these guidelines:
- If the student did not return for a 5th year, enter the student’s graduation date.
- If the student returned for a 5th year, enter the date the student left high school (i.e. the date the student was demitted from the board’s database).
- Do not enter the date that the data entry was performed.
This box should be checked when OYAP participants:
- withdraw from OYAP before completing the placement, or
- leave high school without obtaining their Ontario Secondary School Diploma.

Please follow these guidelines:
- If the student did not complete the Ontario Youth Apprenticeship Program (OYAP) (i.e. s/he quit the co-op placement), enter the date the student withdrew from OYAP.
- If the student left high school without obtaining an Ontario Secondary School Diploma, enter the date the student was demitted from the board’s database.
- Do not enter the date that the data entry was performed.

Please follow these guidelines:
- When a student quits an OYAP placement, you can update the program outcome to “withdrawn” at any time during the school year.
- When the student graduates and leaves high school, update all program outcomes to complete (for the programs that the student did, in fact, complete). See above for guidelines on dates to enter.
- When the student leaves high school without an Ontario Secondary School Diploma, update all program outcomes to withdrawn. See above for guidelines on dates to enter.
Yes. If the information entered is the same for all programs, you can select the client and then update the special program outcome for all programs. See section 4.2.2 of the EOIS-APPR User Manual for School Boards.
Yes. Enter the date of graduation for students who obtain their Ontario Secondary School Diploma. This provides confirmation to the ministry that the students obtained their diplomas.
You will still see the student’s record on the screen, until you exit that record. Then you will no longer see it in your Client List. Note that the record is not deleted; records remain in the system and are visible to ministry staff. For privacy reasons, school board staff can no longer see the records as those students are no longer in OYAP / high school.
