From:Ministry of Labour, Immigration, Training and Skills Development
To:All service delivery partners

What Is Happening?

The Better Jobs Ontario (BJO) Request for Authorization to Quit Employment (ATQ) form has been updated to align with all existing BJO administrative forms. The updated version of the ATQ replaces the previously posted 2022 version.

Where Can I Find More Information?

The updated ATQ form is posted on the BJO Application page on the Employment Ontario Partners’ Gateway.

Who Is Affected?

Service providers responsible for the administration of BJO and clients seeking skills training through BJO.

What Should Be Done Now?

Service providers should familiarize themselves with the form to be able to support clients who may require assistance completing the form.

Background

Under the Employment Insurance Act, if a worker quits their job without “just cause” they are disqualified from receiving benefits. However, one circumstance where they are considered to have “just cause” is where they quit their job to:

  • participate in Better Jobs Ontario; and
  • they have the approval of the ministry to quit their job. This approval is referred to as an “authorization to quit employment”.

To obtain an authorization to quit employment, applicants must complete the ATQ form and submit it to the ministry for assessment and approval as part of the BJO application package.
