New Service Plan Item in EOIS-CaMS for Literacy and Basic Skills Learners

What Is Happening?

The ministry has added a new service plan item in CaMS for Literacy and Basic Skills learners and is encouraging service providers to use it, when applicable. The new item is entitled “Learning Related to Apprenticeship (non-apprenticeship goal path learners).”

The new service plan item is also available in the Learner Plan Template that can be found on the Ontario Adult Literacy Curriculum Framework (OALCF) page on the Employment Ontario Partners’ Gateway (EOPG).

What Should Be Done Now?

Service providers should use the new service plan item in CaMS when applicable (i.e., when a learner in a goal path other than Apprenticeship is undertaking activities related to apprenticeship).

Background

In March 2025, the ministry shared a memo about the updated Literacy and Basic Skills Learner Plan Template and the inclusion of a checkbox to indicate that the learner is in a goal path other than Apprenticeship but is undertaking activities related to apprenticeship.

The new service plan item was added to CaMS to record learners who are not in the apprenticeship goal path but who could be interested in transitioning into the apprenticeship goal path or into an apprenticeship program at a future date.

The goal of this additional item is to ensure that LBS programs could more accurately identify some of the work they are undertaking to support apprenticeship in Ontario.
