Literacy Service Planning for 2026-2027

What Is Happening?

The Literacy Service Plan template and Service Delivery Chart for 2026-2027 are now available in Service Provider Connect (SP Connect). Regional networks are required to complete and submit these documents in SP Connect.

By including the Literacy Service Plan template and Service Delivery Charts in SP Connect, the ministry aims to reduce administrative requirements for stakeholders through automation and provide a better picture of the literacy needs across the province.

Where Can I Find More Information?

The ministry has posted a user guide on myEOIS that is designed to assist Get SET (Skills, Education and Training) (Get SET) – formerly Literacy and Basic Skills – regional networks and service providers to complete their Literacy Service Plan and Service Delivery Chart(s) in SP Connect.

Questions and answers are also available on the Get SET Questions and Answers page of the Employment Ontario Partners’ Gateway (EOPG).

Who Is Affected?

Get SET regional networks and service providers, and ministry staff working on Get SET.

What Should Be Done Now?

Literacy Service Plans and Service Delivery Chart(s) must be completed and submitted in SP Connect by close of business on December 12, 2025. The ministry will review and approve the Literacy Service Plan and Service Delivery Chart(s) by December 19, 2025.

Background

Each year, regional networks complete a Literacy Service Plan and Service Delivery Chart(s) that identify community literacy needs based on demographic and labour market information, including projections on number of learners to be served, service gaps, service improvements, and services to be delivered.

The Literacy Service Plan and Service Delivery Chart(s) are part of the larger Literacy Service Planning and Coordination process facilitated by regional networks to ensure that all Get SET services in a community are complementary and seamless and meet as many needs as resources allow.
