Planning Act Changes Related to Skills Development Fund (SDF) Capital Stream Projects

What Is Happening?

The Working for Workers Seven Act, 2025 (the “Act”) received Royal Assent on November 27, 2025. The Act amends the Planning Act to provide that a development or redevelopment of a building, structure or part of a building or structure that is funded pursuant to a funding agreement with the Ministry, other than a development or redevelopment on land in the Greenbelt Area, is not subject to the Planning Act or section 113 or 114 of the City of Toronto Act, 2006. Additionally, the exemption from the Planning Act or section 113 or 114 of the City of Toronto Act, 2006 applies to the use of the building, structure or part of a building or structure that was subject to such a development or redevelopment, and the use of the parcel of land on which the building or structure is located, for the training or skills development purposes agreed to in the funding agreement.

The Ministry of Labour, Immigration, Training and Skills Development (MLITSD) has developed Questions and Answers (Qs and As) related to the changes for Skills Development Fund (SDF) Capital Stream projects.
